We appear to be experiencing some network/peering related issues regarding penguin. It appears to be some sort of inter-carrier issue. After attempting to MTR into the Cogentco.com network, there is no response after Telia.net on our side. Given what we know, there have been issues in the past with Telia and Cogent de-peering each other in the past, and I don't think this is the case now, but this relationship will not help resolve the issue quickly. As we we learn more, we will continue to update this. At this time, this only appears to be affecting penguin, and only certain areas of the globe (loads fine for myself here, and through another one of our servers in Dallas Texas)
